GMVA Meeting News
At our October 18th meeting, Dr. Shelley Sekula-Gibbs will speak "For", and Danny Signorelli, will speak "Against" the question of incorporation. Dr. Sekula-Gibbs is a Township Board member, a Grogan's Mill resident, will be speaking as a resident. Mr. Signorelli is a developer whose business is located in Grogan's Mill, he does not do development in The Woodlands. Our meetings are online and can be joined by clicking on the link that will be sent later this week. At the meeting, four subject areas, Roads, Safety, Taxes and Other will be discussed individually. Questions will be taken from the audience. The meeting will begin at 5:30 PM and the discussion of incorporation will start at 6 PM. If you have not made up your mind this discussion should help you do so.
Concerns Voiced over Grogan's Mill Village Center Vacancies
Empty storefronts at Grogan’s Mill Village Center over the past year and a half have raised concerns about the center’s survival among area business owners and residents. Read more in this Community Impact article.
Scholarship Application Available
The Grogan’s Mill Village Association will be awarding scholarships this spring. Scholarships are open to all graduating high school and current college students who are residents of Grogan’s Mill at the time of application. Applicants must also be in good standing at their school at the time of application. Applicants may attend either a 2 or 4 year college or vocational school.
Scholarships will be awarded based on the following criteria:
A. Financial need
B. A strong sense of community involvement and good citizenship.
C. Extracurricular or other activities & accomplishments.
D. Counselor and academic administration recommendations.
Applications may be obtained from school guidance counselors, GMVA’s website or from any GMVA Board member. Completed applications must be received by April 15, 2022.
Proposal to Consolidate MUD 1 and MUD 6

Re: Consolidation of MUDs 1 and 6 in The Woodlands
An announcement regarding voting for consolidation of MUDs 1 and 6 into a new utility called MUD 3 was provided in a Woodlands Water Agency press release dated August 30, 2021. Residents were advised via email and social media. The announcement was also published in Woodlands Online. This note is intended to clarify some wording on the ballot proposal that might cause concern for some voters when reading the ballot for the first time.
Voting for the MUD consolidation is a special election, and part of the November 2, 2021 Joint Election conducted by Montgomery County. For more information on the Joint Election and your voter status, please visit the Montgomery County Elections page.
The November 2 sample ballots are shown at the end of this newsletter. The wording of the propositions for consolidation for MUDs 1 and 6 (called Proposition A) requires explanation concerning bonds and taxes.
The ballot shows that a consolidated MUD 3 will have unissued bonds totaling $16,306,000, and unissued refunding bonds totaling $1,919,681.60, both for water, sewer, and drainage. There are no plans in the foreseeable future to issue any new bonds because utility expenditures are fully met by current revenue streams and reserves. The wording on the ballot related to bonds and taxes, specifically “…the imposition of taxes, without limit as to rate or amount…,” is only a required legal phrase. It does not signal any intent of either MUD to impose additional taxes.
Both MUDs 1 and 6 are debt-free and, if consolidated, the new MUD 3 would also be debt-free. Both MUDs have strong balance sheets and relatively low tax rates and intend to keep tax rates low into the future. Both presidents and the boards of MUDs 1 and 6 are committed to maintaining the lowest practical tax rates in our community.

Township Board Elections
Township Board of Director's elections will be held on November 2, there are three open positions. Only that held by Bob Milner is contested. To vote in this and the incorporation election you must register by October 4. You must be 18, a US citizen, a resident of The Woodlands for six months, and a resident of Texas for one year.
Vote on Incorporation on November Ballot
The Woodlands Township Board of Directors has called for an incorporation election on November 2, 2021. Residents of The Woodlands can vote "for" or "against" the propositions shown below:
THE WOODLANDS TOWNSHIP – PROPOSITION A
Authorizing the Type-A city incorporation of The Woodlands Township District and the adoption of an initial property tax rate of not more than $0.2231 per one hundred dollars ($100) valuation of taxable property
THE WOODLANDS TOWNSHIP – PROPOSITION B
Upon incorporation of The Woodlands Township District into a Type-A General Law City to be called the City of The Woodlands, the transfer of the rights, powers, privileges, duties, purposes, functions, responsibilities, the authority to issue bonds, and the authority to impose taxes from The Woodlands Township District to the City of The Woodlands

Voting is Important this Year - Stay Informed
This year the most important issue we will be voting on is whether we should become a city. If we vote to become a city, we will become a general law city the day following the election. Six months later we will vote for a city council who will draft a charter for a home rule city. If a 'no' vote is cast, then another election can be held at some later date. Your board members, who are of different opinions, believe that the residents should be informed about the issues.
